Conceptual Framework: The Need for Increased Broadband in Arkansas EDLE 699V: Introduction to Qualitative Research Holly D. Glover University of Arkansas Fall 2014 Introduction The current state of broadband access for Arkansas school districts limits the ability for the districts to comply with new state mandated programs and the availability of resources to support student and teacher learning within the school environment. The limited broadband access reaches far beyond the walls of the classroom and student learning. Beginning in the 2014-2015 school year, districts statewide will be faced with implementing the online Partnership for Assessment of Readiness for College and Careers (PARCC) assessments for students in grades third through eleventh. The new teacher evaluation program, Teacher Excellence and Support System (TESS), will be implemented, including the requirement for all educators to use Bloomboard to document evidence of classroom instruction. In addition, the Digital Learning Act 1280 includes significant changes including requiring all districts to offer a digital learning course to all graduates beginning in the 2014-2015 school year. Districts face significant obstacles with implementing state mandated programs and educational technologies to support learning are minimized due a loophole in Act 1050 of 2011 that prohibits Arkansas school districts the opportunity to utilize other resources for additional bandwidth.
